What are they going to do about it at the state level?: NOTHING, because the SCOTUS does not have the power of law enforcement. They no longer deserve our respect or abeyance.

How is it conceivable that anyone, let alone a "president" who took the oath to that Constitution, would be allowed to desecrate that symbolism and its meaning? How is it that some non Americans know and love that symbolism more than those Americans who are it's custodians? This is desecration of a world heritage site, not just the American people's house.

Those responsible obviously are selfish ignorant airheads. No adult can call themselves a world citizen and not know some basic things about such important word heritage sites. The White House, the Berlin Wall, the Kremlin, the British Parliament House, the Eiffel Tower etc etc

The American President (any, any party, any time...) takes an oath to be guardian of these monuments when they get sworn in. But I doubt Trump understood a word of it.
